PST.AG is looking for a subject matter expert in EU customs tariffs responsible for managing, analyzing, and processing global Customs Tariff (Harmonized Schedule) updates for PST.AG, ensuring compliance and optimization of trade data solutions.

Key Responsibilities

1. EU Customs Tariff Management

    1. Daily monitoring, research, and interpretation of EU customs tariffs, duty rates, controls, and tariff measures from official sources (EUR-Lex, EU TARIC database, Official Journal)
    2. Expert knowledge of EU Combined Nomenclature (CN) classification and alignment with World Customs Organization Harmonized System (HS) codes
    3. Maintaining and validating an up-to-date, compliant database of EU tariffs and tariff measures (TME)
    4. Understanding tariff measure relationships, conditions, and applicability rules
    5. Tracking EU tariff changes, including temporary measures, safeguards, and anti-dumping duties
    6. Analyzing and translating complex legal regulations into actionable data formats for technical teams and customers

2. EU Customs Legal Regulation Framework

    1. Deep understanding of EU Customs Code (UCC) and delegated/implementing acts
    2. Knowledge of duty suspension and exemption regimes
    3. Interpretation of tariff measures
    4. Tracking EU customs reform initiatives and modernization projects
    5. Ensuring compliance with EU and member-state regulatory requirements
    6. Monitoring changes in EU trade policy that is affecting tariff structures

3. EU Tariff Data Structure and Standards

    1. Expert knowledge of EU TARIC system architecture and data elements
    2. Understanding tariff nomenclature hierarchies (HS → Combined Nomenclature → national tariff lines)
    3. Proficiency with tariff measure codes, duty rates, quota management, and validity periods
    4. Knowledge of tariff measure linkages (conditions, restrictions, measures, geographical areas)
    5. Ability to validate data consistency and logical relationships within tariff databases
    6. Understanding of Member State tariff supplements and specific applications
    7. Managing master data quality including geographical area codes, product codes, and measurement units

4. Technical Workflow and Data Management

    1. Design, manage, and optimize technical workflows for tariff data processing
    2. Understanding of precise data formats (XML/EDI standards for customs data, JSON for API delivery)
    3. Implementing data validation procedures and quality assurance protocols
    4. Identifying and resolving workflow inefficiencies, data quality issues, and compliance gaps
    5. Managing data integration from sources (EU databases) to internal data models
    6. Coordinating with IT and development teams on data architecture and processing requirements

5. Documentation and Communication

    1. Write clear, comprehensive documentation of tariff processes, data transformations, and regulatory changes
    2. Create process manuals and standard operating procedures (SOPs) for tariff management
    3. Write technical specifications and requirements for developers
    4. Communicate effectively with technical team, data specialists, regulatory teams, and management
    5. Coordinate across departments and manage task assignments related to tariff updates and compliance

6. Compliance and Regulatory Expertise

    1. Stay current with EU and international customs regulations and tariff policy changes
    2. Update internal procedures and compliance checklists
    3. Troubleshoot customer complaints related to tariff classification, duty rates, and TME’s
    4. Support internal and external audit processes related to customs data accuracy
    5. Ensure data accuracy meets regulatory standards for customs compliance
    6. Monitor regulatory challenges and proactively communicate impacts to stakeholders

7. Stakeholder Support and Problem Resolution

    1. Provide technical support to customers on tariff-related queries and data interpretation
    2. Assist in resolving classification disputes and tariff measure complexities
    3. Support business development with accurate tariff data for customer solutions.

Your Education and Experience

  • Bachelor’s or Master’s degree in Law, International Relations, or a related field
  • Proven experience in EU customs tariffs, Combined Nomenclature, or tariff classification (minimum 3 years)
  • In-depth knowledge of EU customs regulations and tariff structures
  • Proficiency in analyzing and interpreting legal regulatory documents
  • Expertise in translating legal and technical concepts across business and IT audiences
  • Knowledge of SAP Schemas used in Global Trade data
  • Hands-on experience with EU TARIC database and tariff research tools preferred
